I had many questions

1) on the links there is no such function and which I had in mind. I need a plugin to have the text printed like in the game undertale

2) when this new runtime is released

That plugin you post worked in c3 too -- "Animated Text behavior for C2/C3."

kop9000 You will have control over each character position so you will be able to create the shaking effect like in Undertale. Edit: Sorry, I think I misunderstood. If you mean the typing effect, I use rex's typing behavior. It has C3 version and works great for me.

Here is a free behavior of text typing, it also has c3 version.

Sure Toby R's behavior is better, since he has more resource for custom supporting.

That plugin does a simple typewriter effect (with a few variations). There are plenty of examples how to do this with events, google "Construct 2 typewriter". Here are a couple of links:
