I could be over thinking this, how do I get the screen to move around the background by the user simply putting their finger on the screen and moving their finger to the right/left/up/down.

There isn't a player object, so I don't think scroll to is going to work.

I have touch. The background shouldn't actually move, but the user should be able to explore the background by just moving their finger around the screen. Touch doesn't seem to have a behavior option.

Is there a behavior for that?

You use an invisible object with scrollto behaviour that sets itself to position touch.x,touch.y

It contains various examples of implementations of mechanics.

In the FAQ you can look for the keyword "Camera" and should find a lot of diverse examples listed there and still applicable to Construct 3.
