How to make a magnifier lens?

The lens is an object which could follow mouse position.

I know effect "bulge" can somehow archive it, but it would only apply to whole layout and the object itself.

For my lens, i want the len object define the region to magnify and the graphics under the len would become bigger :)

dop2000 adopted construct 3 effects "lens2" which is easy for me to implement.
