How I can zoom with the mouse wheel from 0 to 1,2,3.. not only 0 to 3

I did this, Mouse: On mouse wheel down: System: set scale layer 0 to 3.0

but changes directly to 3.. not 1, or 2....and second question ... how can I escalate to a specific object : How I do contructor ?
