Why pinch to zoom only works in fullscreen in browser=off?

If we want to make an android game, we have to use letterbox scale, and change it to scale outer when exporting.

But why every pinch to zoom capx are only works in fullscreen in browser = off?

Any idea to use it on letterbox scale/scale outer?

I currently use a scroll button to change my layer scale.
