How do I make WARP EFFECT correct. It is broken! HELP!!!!

Hello,

for my water scene, I use a quite gentle WARP effect.

But if I move my fish-player to the right so that the scrolling

begins, the WARP EFFECT goes much much faster. That is not what I expected.

Here is my little scene so far:

Please use arrow keys, move right and left so you know what I mean...
