How do I make a scrollable app?

I don't want to make a scrolling background nor an app scrollable when clicking the up or down arrow . I just want to make it scrollable whenever you scroll up or down with your finger ( android app ). Because I finally learned how to make custom buttons and import sound , so I now need do add more buttons , the app is vertical . An example is this:

You can use scroll to while in touch. This thread has some example capx, I guess you replace the mouse click events with in touch.
