Is there a way to scroll through a scrollable textarea using the keyboard up/down buttons rather then having to use the mouse?

korbaach From the image it looks like that is still using a mouse, just pressing buttons rather then the default scroll arrows. I want to scroll without any mouse or touch input. Keyboard and gamepad only.
