To the same size?

You can change both via Layout Properties and Project Properties.

I mean the window size and the layout which is under layout properties and project properties.

They are both independent for each other when it comes to the size but not when it comes to their position. You know how the origin (x and y axis start) at 0,0 from the very top left corner. When you change the size of either the window or the layout they change in size from the top down or the left the right. So for example I want the layout size to be bigger but want part of this layout to be on coordinates that would be in the negative y values. Does that help?
