I wonder if it is possible to do with construct 2, banners written in html5. With the materials saved in a flash

Not sure what you mean by "materials saved in flash".

But basicly, there's (or better be) no interaction between flash and html5.

So it is unlikely for HTML5 to display flash, especialy since it is supposed to take over it in the next years.

But you can do banners as an html5 application and display them on top of websites.

i mean SWF to html5 animations or create animated banner in construct 2 and export this to html5 and put that banner on website

You can make animated banners in Construct 2 and put them on a website, but Construct 2 doesn't work with Flash or SWFs at all. You can't import or export SWF with Construct 2.
