Is it possible to make this effect in Construct 2?

I found this image and I was wondering if is posibble to make this effect in Construct 2:

I can make them move white some behavious, but I mean the visual effect.

You would need to create a shader if you wanted it as a visual effect.

You should be able to do something similar by putting all the sprites you want distorted on the same layer and experiment with a "wave" or "water" effect applied to the layer. This will only work with WebGL by the way.

Its possible by using the given effects in Construct 2 but in order to run those effects you would need webgl, so if your planning to do this for an iphone/android device then I dont recommend using the given effects since android/ios devices are still unsupported by webgl at the moment
