How do I have a popup with objects to select Upgrade system

Hi guys.

So, I want to select a building/area/man and have a pop up with what too select come up, like an upgrade option.

I tried on-press, go to 'new layer', select the car/building and then go back to the original layer, but lots of things break as it "a new level" and nothing is saved.

Any ideas please?

Just launch a sprite over the top, with all my options.
