How do I Multiplayer host to be bot/computer

This is first time I am going to work in multiplayer , I have gone through many tutorials and forum post, but could't get answer.

What is the way if I want host always be a computer and peer will join them.

All the inputs host will take and pass accordingly to peers.

Is it wrong concept or possible/not possible ?
