I am creating a strategy game where two online users will be playing against one another. Can this be done using Construct 2 objects? How and where? Thanks for the help.

"two online users will be playing against one another" - I assume you mean on separate machines. If so, do a Forum search for 'multiplayer' - you'll find a number of threads with answers to your questions (short answers: it can be done, using plugins).
