How do I making scaling to fit iPhone AND iPad?

I've got my game's layout at 1920x1080. Window size is at 960x540.

The game's scaling is fine with iPhone, perfect.

With iPad, there's a large chunk at the bottom where the game is not taking up.

How do I fix this?

After reading the tutorial, I came to the conclusion that I would have to extend my background. Aw man.....

because my screen looks like this on the iPad:
