If i buy the personal edition c2 and my pc crashes after would i have to buy it again to use it
I have already had to factory reset my laptop 2 times due to viruses thats why i ask
Your C2 license can be found in your "my purchases" profile section, so don't panic. :)
Also, you can keep a/several copy/ies of your license file on a USB or any support, If you are the only one using it.
