Does anyone know how one could select and blur just a portion of an image?

...for example to hide someones face.

Maybe you can use a mask..2pic ,,lower pic. with 100% blur...top pic. with 0% blur..-.destination out blend mod...etc

thank you ... interesting approach... unfortunatly it wont work in my case becouse i dont have 2 types of images (blurred and not blurred)... but ill try to make something out of this.
