How do I automatic puzzle

i wonder if is impossible to make a square base 1680x3450 for example ! then:

create deference square

350x800 3 piece

450x650 2 piece

1200x650 1 piece

etc..

piece can rotate auto

piece X,Y space 3pixel or more optional

when piece is more and cant optimize create new base ..
