How do I add a new layout?

I want a start screen and the game layout, but I can't find a button anywhere that says "add new layout".

On the Project tab, right-click the Layouts folder and choose "Add layout".

Thanks, my project bar disappeared for some reason and when I open it, it's a whole other tab instead of sticking to the side of the screen.
