When will we be able to access and use web services by third parties in C2? I am talking about thinks like http web requests.

To use AJAX does the game have to be hosted on a windows server (and make the call on the hosted server) or can it make a cross domain AJAX calls to another windows server.

I am looking for some way to access web services when the games are hosted on a wide variety of portals where some of them are being hosted on Linux.

Whether the server is running on Windows or Linux does not matter. They both talk the same over HTTP.
