[New feature request]Change code when layer order is changed

Hi,

when i change layer order the id of layer is changed but not the actions in event sheet.

i have to change any action manualy which has layer property.

Is it possible this to be done automatic after layer order change?

Refer to the layer by its name instead of its index and the order doesn't matter.
