IMO the question makes little sense. It's just a piece of software.

Most sites only allow people who are at least 13 or 18 to use site and its services. Is it true in the case of Construct 2?

It seems the Terms and Condition don't mention anything about age or 13 or 18 but the Privacy Policy states that the website, services and products are directed towards 13+.
