Conditional Object Creation

I have a Global Variable "IsRunning"

I want to know how to do the following :-

After Every 10 Seconds, If Running is 1 then Create a new Sprite

Else Return

In "System" you have the "Every x seconds" condition. Set that to 10 and add a sub event where you check the "IsRunning" variable.
