[r208][Editor] Creating variables doesn't respect scope

Problem Description

Creating variables using the keyboard shortcut "V" two times in a row puts the last variable created in the parent event scope.

Steps to Reproduce Bug

• Select sub-event
• Press V then Enter
• Press V then Enter

Observed Result

Last variable created appears in the parent scope.

Expected Result

Variables created should appear in the same context that was selected.

Affected Browsers

Editor issue.
