Steps to reproduce:

1. Open your Project

2. Run it

3. Press Ctrl+F5

Observed result:

Refreshes the page

Expected result:

Open the Debug

Browsers affected:

Chrome: Yes

Firefox: Yes

Internet Not Tested

Operating system & service pack:

Windows 8

That's because Ctrl F5 is the browsers keys for refreshing the page...

Ctrl+F5 for the debugger is the shortcut in C2's IDE, not in the browser, as EncryptedCow mentioned, it is the "regular" browser shortcut to force refresh the page.
