Steps to reproduce:

1. Run CS2

2. Open any project

3. Crashes

Observed result:

win 7 64 bit, latest nvidia gt750m drivers

This is exactly what happens when the graphics card drivers are broken. Are you sure the drivers are up to date? A fresh install would suggest you got the default out-of-the-box drivers which can be pretty old.

Yes, graphic card drivers are latest. Installed a week ago.

It's almost certainly the graphics card driver, so if the latest ones are still broken you should report the issue to nVidia. Ensuring the Windows 7 install is fully up to date with Windows Update would be helpful too.
