I'm making an app that needs to open a URL Link in a new window, its a web based app if that helps. Right now I just have my button, and I searched around the forums, but any examples I seen, I couldnt find in the Add Action area. Could someone explain to me how I could get this to work? I would really appreciate it.

Add the browser object. Then you should be able to do it easily. Make it open a url and set the target as new window.
