Moved to the Construct 3 section. Please note that the Bugs forum is for Construct 2 only.
Most new features are C3 Runtime only, hence why you only see them in new projects - these use the new runtime by default where you have to manually switch runtimes in old projects.

Construct 3 doesn't have a bug forum because it has a dedicated Github, as referenced in this forum thread.
Please post any C3 bugs there following the provided guidelines so our developers are in the best position to help.
As with C3 itself, if you have any suggestions regarding the website, please use the suggestions platform and use the Website category.
It looks like someone has already suggested some stuff for notifications.
