I disagree. Just look at the traffic on rmxp.org. It's massive. And the rules sais that minimum are 2 screenshots that must be attached with project post.

Think is ok. Maybe you could write something like 'the best way to present your project is to split it in to few parts: Story, Type, Characters, Features, Screenshots'.
As well I would change topic name in to something like 'Read before post - How best to post creations'.
Edit@ You could add box.net for hosting games and images. I'm finding it verry friendly. Another one for images could be imageshack.
