在一座依山傍水的小村莊裡，住著一個活潑好奇的小女孩，她的名字叫茶妹，茶妹生活的地方最出名的就是那碗香氣四溢的擂茶，茶妹從小就知道她生活的地方人人都會製作擂茶，走在村子裡，不用湊近就能聞到那股濃郁的香氣。這一天，村裡安排了擂茶課程，專門教孩子們如何製作擂茶。但茶妹因為貪玩，錯過了課程。等她想起來時，已經太遲了，只看到朋友們興奮地捧著一碗碗新鮮的擂茶出來。她急忙跑去找老師，卻被告知老師要出遠門，下週才能再教她。性格好勝的茶妹決定不依靠任何人，要自己做出全村最美味的擂茶！
