have the cannon ball shoot by applying a force toward a position*power and then and set unbounded scrolling to no and change the layout so it will work

yes

set a object position to touch.x touch.y and have a bullet set angle toward the sprite that's at the touch position then have the bullet have no speed if it is overlapping the object or is not in touch and on any touch start set the bullets position to touch and if the bullet is moving have it spawn a black dot

i'm not quite sure what you mean but if your going to be making games in construct for mobile your going to want to set your view size to scale in the full screen in browser option
