Is your sprite standing on a platform with solid behavior?
You have to set 'Obstacles' to 'Custom' in the pathfinding properties.
Rotate your bullet in the image editor so that it's facing right. Right = 0 degrees.

Yeah where are you calling the function? If you're calling it in the same event that the blocks are created in then it won't work.
Yep I don't know why you wouldn't see a difference between 300 and 1000 unless your game is running at < 10 fps.
