left click to create a base within your claimed area,
left click on a base or outpost to create 2 outposts in random spots on the map.
left click on a enemy unit within range to capture it.
these actions will send the player to the "battle phase"
during the battle phase, outposts, the capitals, towns, and bases, will fight any enemy unit within their ranges.
