Sorry about this, I am going to be working on the arcade next as soon as tutorials is finished. I'll make sure I address this when I do.
Report tutorial/translation feature has now been implemented. At the bottom of the tutorial, above the Wiki-CC notice is a link.
All of these features are on the way this week :)
This user has been banned. He did email me asking me to unban him this week for a previous offence which I did, and he's come straight back and messed around again!
On the sub menu for tutorials on the far right is a star symbol which now links you to a list of all your favourites for easy access.

You don't need to do anything differently, and any tutorial you do submit is safe with any future updates - no need to worry!
Don't worry, currently working on "All tutorials" at the moment.
Tagging system is also being worked over, work in progress. It's going to take a couple of weeks to gradually bring it all up to scratch so please bear with us!
