I personally register my devices as test Devices in Admob Console. And not use any "Test mode" or test ads on the actual plugin.
Then I try the app in Android Studio (this will always be classified as test device), or install them on my physical device (which is registered as test device in Admob console).
you should save all projects in the cloud and create automatical backup (like every 5minute) on local HD. OR vice versa.
UMP is part of Mobile Advert since long now. Have you set it up in Admob?
1. "Real ads" in xcode is automatically test ads. Since the simulator is always classified as a test device.
2. if you have a "watch video" button visible even if you have no ad loaded your event logic is incorrect.
3. iOS ads will not show before your app is live, it's only after that you can link it

The HTTP 403 is an HTTP status code meaning access to the requested resource is forbidden. The server understood the request, but will not fulfill it.

If they work in the simulator you are probably all good.
test your app in Android Studio and verify logcat
PublisherID is not for Admob.
The app do not need to be in the app store/play store to show ads at all, ever.
So obviously you have done something wrong if you cannot get any ads. Try to catch the error message
