OK, looks like it's just the 32-bit version that's broken. I'll try get a fix out Friday.

The r152 download has been updated and hopefully this resolves the issue:

Still not working here... Win 8.1 32 bit... Intel i3-3240, 4gb RAM... Construct 2 Personal - Steam Version..

If I go in the Steam's common folder and execute de 32bit version, it installs the Free Version. I don't know if have something about.

(Sorry for my english...)
